Short answers for all of these, will expand on them later:

1. The vast majority of seaplane bases in FS are located in the US, or Canada. They can be identified on the map by having a small purple anchor icon at their location. Try looking around the Pacific Northwest in the US. Also, you cannot start from a parking position at a default seaplane base, instead you select the runway option with the word "water" in parenthesis next to it.

2. From what I have seen, it appears to me that most other aircraft in the default FS2004 lineup have at least a VOR-1 system as well, but it is just not in the same format as the Cessna is, such as the Learjet for example. With that, you set your frequency like normal in the Nav 1 radio, and then you usually have to find a course knob (marked "CRS") and rotate that, you should then notice your course indicator on your MFD rotating, depending on how you have the MFD format selected.(Arc, plan, ILS, etc.)
(Haven't flown the Lear in a while, so just going by what a generic glass panel is like.)
I'll get a lot more in depth on this later, but I'm short on time right now.

3. You may be able to find a softcover book on Amazon.com or somewhere called Microsoft Flight Simulator 2004: A Century of Flight. (Yes, same name as the game)
It is by SYBEX, and it is considered to be the "official guide". (I own it, so I'm just going by what it says on the cover...)

I start a seaplane at an ordinary runway near water & go to Map & drag it to water.  Works every time  :D 8-)
When the c**p hits the fan, get a tent.

Hi & welcome,

If your still debating as to whether to use the GPS or the VOR, you can always have a look at this excellent site: http://www.navfltsm.addr.com/index.htm - it's got fantastic tutorials on how to use radio navigation if you'd like to give the VOR's a good try - I find radio navigation a lot more involved & rewarding than GPS navigation.

As for planning a trial flight in a real Cessna, then I (& nearly everybody here) couldn't recommend it enough, a wonderful experience even if you don't plan to take lessons any further.
