Funny thing is...
All the Computers I have built up over the past 15 years have all been fitted with a Hard Drive indicator light, in addition to the Power On light.
Most Motherboards contain, as standard, connection pins to feed these lights, which are very useful in indicating the state of the computer at a glance.
That magic light will often indicate programs you may be unaware of, running in the background, (Security updates, Anti-virus programs, etc), which sometimes interrupts what you are trying to load, or run...

Fortunately, for me I always construct, and use "Desk-Top" computers, which allow me quick access, in front of me, to all the front panel control buttons, indicator lights, and CD/DVD/Floppy Disk drawers...

That little HDD indicator light always tell you if something is "Happening"........or not!....

P.S. ..if you are still getting the Ctrl+Alt+Delete report "Not Responding", then further investigation is required...
