Perhaps easiest is to tell us what file it is. Then we can take a look and offer the advice

Copy the contents of the scenery folder in New York City to the Addon Scenery\scenery folder of your FS9 installation and the texture folder to the Addon Scenery\texture folder
You also need to read the file AbacusEZLibraries.txt which explains how to install the object libraries
