Have you moved the program between drives? Or recently made any major changes to your system? When you say doesn't run does anything happen at all?

Ok, let's try this;
Uninstall FS2004 completely. Then go to C:/Program Files. Delete the file Microsoft Games. Go to C:/Documents and Settings/Administrator/Application Data/Microsoft. See if there is a file called FS9, if so delete it.
Re-install FS2004. It's a long shot but it might work.
Crash

If we're to help you need to be as specific as possible. Perhaps you can answer these questions.
First of all, did you do a complete uninstall of your original FS9 by removing all traces of the previous install from your PC?
Was the original FS9 installed to the default location?
When you reinstalled FS9 did you install it to the same location as before?
Did you get any error messages during the install or did it hang up?
When FS9 runs for the first time it continues extracting CAB files & writing databases. This takes several minutes. Did you exit the install before allowing it to do this?
Where are you attempting to run FS9 from? The desktop shortcut or Start/Programs?
One suggestion. Find fs9.cfg & delete it. Then try running FS9 from the Start/Programs option.

The FS9.cfg can be found at C:\Documents and Settings\username\Application Data\Microsoft\FS9 Where it says username, put your username...If you're running Vista, the location is slightly different...
