"Creating" radio signals

Hello.
I seem to remember that it was possible to create a VOR in one of the earlier versions of Flight Simulator, placing it as well as designating a radio setting that would lead you back to it.

I seem to remember that it was possible to create a VOR in one of the earlier versions of Flight Simulator, placing it as well as designating a radio setting that would lead you back to it.  Is it still possible to do this?  What I'm really looking for now is to be able to have a radio signal that "moves" through an area so you can find and track its movement.  This would be similar to the tracking used in following migrating birds and other animals - such as the tracking of the Peregrine Falcon in the book "On the Wing" (an excellent book about cross-country flying if you haven't read it yet).  Thanks for any help you can give me.

You can use AFCAD to do this you just have to make sure you save the edited airport in the ADD ON SCENERY area. And then make sure that it is activated. But you can not use AFCAD to move a existing VOR as you have to create a bgl file to remove the VOR in the Stock file as well or you will have two VOR,s I know this to be true because there is a airport in FS2004 that has a VOR in the middle of the runway and Some one here made a BGL FILE for me that moved it. For the life of me now I do not remember what the airport was and I have lost it as I had to reformat my hard drive lately.
