Will deleting unused scenery (i.e. Africa, etc) improve the performance (FPS) of FS9? If so, do you delete the scenery folder under windows or do you delete the scenery area when running FS9 in the scenery library area??

Deleting scenery will improve performance around the scenery. Nick's advice is great though.

i dont think deleting a random part of scenery would help much. the game only asks for that bit of land when it is near it. if you dont fly near it, it wont load

lowering textures, lowering the amount of lighting and special effects and all that will help. i turn down the autogen... you should be looking ahead of you, not at the ground  ;)
