Welcome to SimV......
To create/edit an airport use Afcad 2.2. With it you create the 'facilities' of an airport; runways, taxiways, parking, navaids, surface lighting, etc.
For a new airport you may have to 'bulldoze' the area to level it and remove existing object like trees and buildings.

The programs have detailed instructions on placing the modifications in to the FS. I have yet to use Sbuilder, however, using AFCAD2.2, yRoute and rwy12 I have manged to make an old Army Air Field into my own personal flying museum airfield.
Chris
PS: yRoute is a program for setting up your own AI flight plans
