What program do I use to create AI traffic?

Traffic Tools, by Lee Swordy is used to compile the AI flightplans.

As for creating the flightplans themselves, you can type them by hand, or use various programs to generate them

It is once you know how. It takes a bit to learn how to understand them, but it's not too bad

Read the TTools readme, after you do it is one of the easyest things to do in FS, although it is time-consuming.

Or you can go to www.projectai.com
and find more AI flight plans than you know what to do with and they are all frame rate friendly.
Just make sure you down load the installer to install the flight plans with.
It is simple just put all of the flight plans in the same folder as the installer and run it.
