ATC questions

I am flying fom London to Baltimore IFR in a 757, on high level Jet ways.  ATC does not respond to my flight level decrease requests. I can fly above my chosen crusing alt but cannot get permission to get back down. ATC won't respond to my request. WHY?

Do you not have the option to request a lower cruising altitude, or do they simply not respond?

As you're flying transatlantic, is it possible that you're out of range? What happens when you get to land again, do they give you vectors to the runway from FL300?

I do have the opption to request an altitude decrease and I thought of being out of range, but if I try to decend without a request ATC tells me to maintain my current altitude, and they do responed to an increase request.

Not sure how FS9's ATC works, but is it possible that you are already at the minimum altitude for high level airways?
