Every airport equipped for a VOR approach has a different way of doing it. You should check out the IFR lesson #1 in the FS Learning Center; I just started seriously studying IFR in the sim and the lesson's pretty good.
In real life each airport has a specific published approach (which shows how fast you should go, how low you can go safely at each checkpoint [usually one or more VORs or NDBs],etc.); these charts may not be available to you, so if you've filed IFR in the sim, when you receive your landing clearance (which is almost always for an ILS approach), take the "stand by-select approach" option, select the VOR approach ("with vectors", I think), and I believe ATC will steer you along the approach and even give you altitude instructions.
that's one way, but I recommend trying it the "hard" way, using the approach plates available in the lessons. No instructions from ATC. It's very challenging, but not really a big deal. Great feeling when you spot the runway, straight ahead and right on schedule, before you reach minimum altitude!! ;d
