How do you set latitude/longtude in fs2004?

In the Map, available in a flight from the map icon on the a/c panel or (Alt)*>World>Map.

As for how, (Alt)*>Help>Learning Center, click the Index tab, click on the letter M,

Toggle Shft-Z to get your position, airspeed, altitude and frame rate details in red text across the top of your screen.
