If this is a default plane, this remembers me of a graphic problem I had once when I first installed FS9, almost 2 years ago now. At the time it was the video card's drivers fault that were not totally compatible with the then newly minted FS9.
More specifically this problem was caused by the anti-aliasing activated in the video card system tab, and it went away if I deactivated it. Though the video quality worsened greatly, doing so made the panel reappear.
Try installing a newer video drivers version and/or reinstalling the DirectX.
