The minimum requrements Microsoft gives for FS 2004 are a joke. That's what you need to run the program without having your computer melt down into a pile of slag. You need something MUCH more powerful to run the sim with any kind of realistic settings.

Best advice I can give without knowing a lot more about your system is to make sure you have as little running besides FS 2004 as possible. Check out the utility "FSAutoStart" found here:

http://www.fs-gs.com/

It will stop unneeded services when you start the sim and restart them when you close it. Other things you can do is to make sure your drive is defragmented regularly, all your drivers and DirectX are up to date and tweak your graphic settings in the sim and on your video card. Info on settings can be found in the Hardware forum.

is the program reccomended, and are there any flaws?

yes, please post the computer specs.

it wires down to this, for any good resolution, you will need a Pentium 4 or AMD athlon (or if you got the cash for for the P4 HT Extreme or the AMD athlon 64FX) a gig of ram will help if your grapics card is mediocre-good (like mine, 1gb of ram to compensate for factory graphics). and at least 6gb open space for FS and addons. and get a joystick as well. any joystick is better than nothin. but, again, if you got money to spend, Saitek X52 (if i'm correct?). the really cool looking one, lol ;).

if your computer is "mediocre", it may be your frame rates limited by ram & graphics. also, your setting may be just a bit high.
