F-14 I NEED HELP WITH THE CATAPULT

ok ive tryed EVEYTHING i can think of i renstalled fs downloaded REdownloaded reinstalled (god knows how many times ) and it still dosent work... it only makes a WOOSH sound once i hit ARM and nothin happens and dont think i havent tryed everything with the panel
any way it is the f-14 B with the f-14 d panel HELLLP PLEASE!

ok the download I got was Dino Cattaneo's f14bfs9a.zip
and the recommended panel upgrade I have got the file from people that say it works on there
