Cards on the table

I think that quite a few people (like me) are still running Video cards that are unable to prcoess the dynamic waves and the realistic wave reflections and effects. I was just wondering if, like aircraft paints, is it possible to give the water textures reflections so that us with those lesser cards can get some degree of water realism. Is this possible? Has anyone thought of it?

Yes, some specific hardware would help.  The good news is that capable cards can be had for under $100 (though teenagers may have trouble affording that)....

I'm using a Ge-Force MX440 AGP8x with 128MB VRAM. The problem is, where I live hardware is more difficult to get (if you want the new stuff) and ordering costs a lot (more than the purchase in some cases).
