The idea of freeware only is so that some guy that can't afford the $150.00 1 meter world mesh doesn't get shut out of the contest because of a lack of funds.  There may be legitimate grumbling about other areas being uneven, such as video card, not having FS9, etc, but we cannot control those.  This we can, so we try to help out as much as possible.
