Gary raises a good question, however, it seems to me (and I have been wrong before) that Chiller is having a problem with the Radio Stack Window not being displayed when the Shift + 2 or Shift + 3 keys are pressed in the Cockpit view.
If this is so, first go to your FS 2004 Aircraft folder. Open it. Look for the problem 737 folder. Open it also. Open the Panel folder. Look for a file called Panel.cfg.
------Creating a Backup of the Panel.cfg file------
Right click this Panel.cfg then open one of the other folders in the 737 folder (the Model folder works fine).
Paste the Panel.cfg file into the Model folder. Rename the Panel.cfg file to Panel(Old).Bak or something similar, as long as you have the .Bak file extension at the end, it doesn't matter.
Right click the new Panel(Old).Bak file and left click on Cut then go back to the main 737 folder. Open the Panel folder again and Paste the new Panel(Old).Bak file into the Panel folder.

Now you can see what is wrong with the original Panel.cfg file. Open it. Near the top you should see a listing of the windows present in the cockpit view. They should look something like this:

Window04=Overhead Panel
Window05=Taxi Speed
Window06=Flight Crew Sounds
Window07=Fuel Status
Window08=AI Radar
Note: To add realism to my flights I put some "extra" panels in my cockpit view that you may not have. If your Panel.cfg file doesn't have some of these extra panels it's OK. The window that we are concentrating on right now is the Radio Stack Panel anyway.
Look down below your list of windows and you will see different entries describing each window. Let's take the Radio Stack Panel for example:

If the Window numbers match (i.e. are the same in the top list as the description below) then make sure that the gauges (00 to 06) are present. If not you can just Copy/Paste them from my list. My listing is for the Default 737-400.
Once your Panel.cfg file has been corrected all you have to do is Save it then Close.
Start FS 2004 and Select the problem 737. See if the panels are displaying correctly. If this resolves your issue then I would go back into the 737 Panel folder and delete the Panel(Old).Bak file and back it up again using the same procedure above (between the ----------------- lines).
As I explained in another recent thread on this board I make backups of the Panel.cfg, Aircraft.cfg, and *.air files of all of my aircraft. That way if something goes wrong I don't have to redo everything. Just use the same procedure above and you can't go wrong!
