I think what you're trying to ask is can you be an air traffic controller without a multiplayer session. The answer to that is no....sorta.

If you want to be a controller I believe there are ATC games available out there, but since I don't use them, I'm not 100% sure what they are or where to find them.

But you're not going to be able to control AI traffic, which is what you were asking.

1.) ATC-simulator 2.0
2.) Real ATC 2
3.) Live ATC
which prog do you think is the best one ???

ATC Sim. You can maybe try VATSIM,also.
