Believe it or not, I'm asking this because I've seen it.

Are your speakers on?

Or, you should check the windows volume control to see wether the volume slider is set to maximum. It is also possible that you may have set the atc volume in the FS sound settings to minimum.

:)

Check your settings. You just haven't selected an ATC voice.

MAYBE YOU HAVE A CUADRAPHONIC SYSTEM,I MEAN 4 SPEAKERS TO THE AUDIO BOARD,ONLY  THE MAIN STEREO SPEAKER that the atc voice came out the other two reproduces the rest of the sounds, anyway is this seems to be the problem go to sound properties and check it out,but first check where your speaker are plugged in your audio board

Thanks for the help guys, but I already tried everything you mentioned......All sound in FS are good except for ATC and Rod Machado. The voices are very muffled and are inaudible. [ANY OTHER SUGGESTIONS?

This has to work or there is something seriously wrong with your system config. Try this:
Go to Start/Programs/Accessories/System Tools/System Information.
Then go Tools/ DirectX Diagnostic Tool.
Go to Sound Tab and move Hardware acceleration slider about half way or off.
This should do the trick.
BTW do you use WinXP?
Let us know if this works.
