Here is the text from the last e-mail I had from him - maybe there is something here to help you out. I only got that e-mail on 27 Dec 2018 but only checked now as it went to a Hotmail which I never use anymore. I don't use FS2004 anymore either so have not replied.

You better send an email to Howard, for he uses Dropbox and you need a code from him to be able to download it.
But it's absolutely worth downloading, it's still super!!

As hertzie says, email Howard, he has been in holiday for christmas and I think he had some problems with the uploads.
TNW is a great terrain addon, changes absolutely FS9. Wil be nice if Howard makes a version for P3DV4.
