ATC freezing

Hello can someone please help.
I have an odd problem with FS2004,sometimes when I start a flight I find that ATC sticks. When I try to file an IFR or get taxi clearance when I press no 1 on the keyboard to accept it won't work, but I can change frequency and try again and it still doesn't work. The only way is to stop fs9 and resart it.I have tried reinstalling fs9 but it is still the same, please help.

When you bring up the ATC window, do you get dialogue options?

Yes it comes up 1. Request IFR and when I press it nothing happens but if I reset the flight and go again it works fine.
