Well that's 50% maybe so things will look up.

If you do not see a windows.old file it is possible it was deleted.
The important thing here is to make sure you do not have two window folders also make sure that you do not have two Program file folders.
64 bit systems will have two one called Program files the other called program Files(86)
I am not sure the patch will work in this case you will have to do a complete reinstall of the program
Can you find the file on your hard drive?
One has to remember that a shortcut points to where the file was initially installed at, so if it can not find the file it has either been removed or renamed. Be sure to check out the entire path the short cut uses, as all it takes is for one folder to be changed or removed and you will get that message.
Just right click on the shortcut and select properties and it will show you the path that is being used to find the .EXE file. That is the problem when one does a repair or a reinstall of Windows it causes havoc on any programs that were installed.
If one does a reinstall of windows you will lose all programs on your hard drive the files will still be there but the registry is reset the Window folder is the only folder that gets renamed. Since some programs do not install to the program file folder and make there own folder than the folder will still be there but the restored windows will not see it.
Usually the best thing to do is to remove all old folders and reinstall all of your programs. Your system will not allow you to remove a folder that is needed by the system.
And if one does a repair of windows it actually can be worse because now some programs will work but others will not.
The best thing to do here is to find out what is good and what is bad. Any thing bad do a complete reinstall of that program
