Need help with "ordering" of scenery... not payware related

Posted: Mon May 06, 2013 7:10 pmHi, all.  First post here.  After years of only knowing where a couple of my FS9 disks were, I've finally located all 4 and have loaded the program again.  I'm pretty disappointed to find that Win7 does not have hardware drivers to support my MS Forcefeedback 2 joystick, but that's a different story.  So, on to my question(s):
I've located a bunch of scenery for the Phoenix area, but I'm wondering if I've "left something on the table." One of the Hi-res files says it requires a low res file to work.
My question is, in what order do I put these in the add on scenery to get the best result?
To be more specific, what priority do I assign each of these, once loaded into the scenery?
FWIW, I'm using the FS2004 scenery by G. Razek. The file titled "FS2004/FSX Phoenix, Arizona Photo Scenery AddPack" specifies that it needs another file, which I already have.
Does this other "low-res" file get assigned a higher or lower value than the AZ Add Pack?
