Could there be anything else running in the background sucking up the memory?

Ok now i have a different problem i fixed the no available memory problem but now when i start fs2004 it just goes to the splashscreen and never actually loads to the game

Did you try too delete the FS9.CFG? If im right then it should rebuild it to default settings, and thus make everything load, although i could be dead wrong about this.

You fixed it how? By freeing up some space on your hard drive? By manually setting the amount of virtual memory? By some other way?

i reinstalled it and the no available memory thing didnt come up but now it wont start
