Yes I think it can you'll have to add something in the config for the aircraft you want to use it in.
I don't have the file on my computer currently but if I remember correctly the "read-me" that comes with the panel explains how to add it in other aircraft ;)

The file had no instructions about installing a gauge, or how to add it to any thing. Radar still isn't wprking.

I tried to help you with this but you are missing a crucial component somewhere.

First, you MUST have FSUIPC v 3.xx installed.  You can confirm this by looking in fs2004/modules.  Find a file called FSUIPC.DLL and right click on it.  If the version number is 3.0 or higher you are ok.  If  the file is not there that is your first and biggest probelm.

Then look for a file called FSUIPC.key.  Open it with notepad (DO NOT SEND IT TO THE REGISTRY, WHICH IS WHAT WINDOWS WILL PROMPT YOU TO DO).  It  should contain an entry that says something like:

[Programs]
F16.gau=DSVTJE5S6DUO

If that entry is not there then FSUIPC has not registered your gauge and it won't work.  Manually cut and paste the above into FSUIPC.key.  Save it with notepad.

Now that  you have downloaded and installed FSUIPC, and you have registered F16.gau, what do you see?  You should at least see a circulating  radar gauge.  If   not, write back.

Glad to hear you got it going!
As far as other planes I have never tried to put in any other.
So I'm uncertain if you can or not.
I guess the only way to find out is to try it, add it just like you did to the F16 and see what happens.
And let us know!!
