For the original question, I believe the problem lies in the carb air temp gauge.

I guessed that the a/c in question is John Woodward's wheeled beaver, 'Beaver_wheels.zip', found here.

Dispite the absence of a carb heat control, the 'H' key does control 'carb heat'. I observed this by installing a 'carb heat annunciator lite' and by observing rpm drop at 2000rpm, on the ground

I then experimented with the carb air temp gauge at various OAT's. The 'Bvr_carb_temp' gauge does respond to change in OAT but it appears to be reading temp in F, not C, so reads higher on the C calibrated gauge scale. It does not register any change to carb heat on/off regardless of OAT.

I then substituted another carb air temp gauge (DC-3). It responded correctly to OAT and carb heat on/off.

So I guess a gauge substitution is in order.

I thank all who contributed their views.     My problem was not with carb heating/cooling       I do have some practical experience in this matter.      My problem was that, in the Beaver I downloaded, the instrument panel has a slider type carb air conrol which doesn't work.      The .air file indicates that carb air control is available.      I think that jgf has hit the nail on the head.      If the control doesn't work, get another control.       It would be nice if this control worked but, since it doesn't, another carb air control is indicated.

Sorry Rafair, I kinda hijacked your thread........I actually understood your concern right away but I just kinda got off on a rant  ::)   My only real suggestion would be to go to Aerosoft and get their Beaver.....it's really the only other option available for a DHC-2 with a VC for FS9......it's quite nice too, it's a bit visually dated now, but it is quite a large step up from the one you are struggling with.....AND the carbheat works  ;)

Thank you Romflyer.      I like a bit of a rant myself.      I appreciate your interest and suggestion
