Any freeware out there to add an emergency landing to the ATC options?

FS Passengers (payware w/free demo available) is the only addon I know of that does something close.
It's not added to the ATC, and I'm pretty sure that there isn't any addon that will.

Also try "Radar Contact v4". Adds emergency options and more realistic ATC in the IFR realm.
