i hope i dont sound like a broken record. i have installed fs2004

If you bought the game more recently than about 2006.... then you likely do NOT need to install the 9.1 update onto the installed game.  The newer sims CAME with that update included as part of the code.  It is possible if you installed the 9.1 update patch OVER the already installed game... that might have corrupted something.

Try installing the game from the disks and DON'T install the patch.  GOt to "About" and check the version.  If is says 9.1........ you are done.
