Sound like your Mip-Map settings are bumped up to the max.
While mips are designed to support the illusion of your aircraft's height above the ground, on high settings sometimes they cause texture flickering with certain cards in certain situations. The only thing you can do is try bumping them down to around 4 give or take one notch, and see if that clears it up.  :)

Only 35 FPS, mmm...
On monday I helped a friend install FS2004 on a Laptop using a E6550 CPU (2.33 gig), 2 gigs memory and a 8600GT256 and I was amazed at how well FS9 worked.
It averaged a good 50+ FPS with everything on Ultra High, Autogen and Add On Scenery at very Dense, and only extremely dense cities at 1000 odd feet in full view it dropped to around 40.
We installed nHancer and disabled the multicores on the CPU and all the shimmering and stuff stopped.
My attitude to laptops have now changed :)

Also LCD monitors cannot handle more than 75 FPS so although you can test with it set as unlimited, during flight lock it at 65 else this can also cause shimmering if your system can go this high.
As a test, if I connect my old CRT monitor and set VSync off,

Just checking things out this morning and locking the FPS at anything under 40 will cause shimmering and erratic texture movement.

What driver were you using before ?
I use 169.13 as recommended by NickN and I have no problems with it and all works well and have no need or intention of changing it at this stage.
