When I change the display resolution under settings( i.e. 1024x768 to 800x600), nothing changes.. What would be causing this no change to happen???

Are you simming in windowed mode (Task bar and start menu button are visible at the bottom of the screen) or full screen mode? The resolution settings in the sim only apply to full screen mode. Windowed mode uses your monitors resolution settings.
