when you land your aircraft and taxi it to the gate (if you want), press ALT find Aircraft then click FUEL and PAYLOAD fill her up you can even allow the pasengers off (if you make the plane lighter)

Look for fuel pumps at the airfield. Taxi up and shutdown your engine and hey presto ;)

im with ozzy... thats the way to get a 'realistic' refuel in the game. and it works most of the time. sometimes lining up is tricky.... i think there is a grid you must be in contact with

also Ozzy... i think i did it once without needing to turn off the engine.

Getting the 747 up close to those pumps is a bit tricky!   ;)

Correct me if I'm wrong (perhaps that should go without saying), but I thought some of the aircraft add-ons available for FS2004 come with animated ground servicing crew.  I do not know if this will actually do anything to the aircraft data (such as adding fuel or effecting repairs), but if you are looking for an added sense of realism, you could use the animated ground crew and then use the add fuel command.

Of course, maybe someday MS or another developer will add a feature allowing someone to actually play as the ground crew and do the refueling for you (but, then who are we going to get to patiently wait around the airport waiting for people to land?).  Ah, simulation, where next will you take us?

If you are looking for this kind of realism, the payware AES from Aerosoft (version 1.80) now has a lot of stuff to improve the realism at the gate for commercial airliners:
