Open up fs9 and go into display settings. Max out all settings in the scenery tab BUT leave Ground scenery cast shadows disabled.
In the aircraft tab max everything out. In the weather tab set sight distance to 70miles, Cloud draw distance to 50miles, 3dcloud percentage to 100%, and cloud coverage density to Maximum.
Now go into the hardware tab, set the native resolution for your screen x32, anti-aliasing OFF, transform and lighting ON, render to texture ON, Filtering Trilinear.
Set the MIP MAP slider to 8.
Hardware rendered lights to 8
As always lock your max framerate to something from 20-30.
-TEST-
If your ground starts flickering lower MIP MAP SLIDER to 5, 4, or 3. I use 4.
-exit, and open fs9.cfg-
TEXTURE_BANDWIDTH_MULT=180<---- How fast textures are sent. Low values can give blurries and high values can give you stutters. I would try a value of 180 for your mobile videocard.
