is there anyway I could use my computer mic with air traffic control in fs2004

yes,

There are a couple of payware programs that allow you to "talk" and have the responses afect the ATC commands.  Can't tremember the names though.

Then there are a couple of payware prorams that allow voice recognition to send a set of custom keypresses.  VOicebuddy and Voicemaster come to mind.
