It should tell you the name of the missing file. one way you can fix this is to delete the scenery cfg file found in the root directory of FS. FS wil rebuild the default scenery the next time you run it.
All you have to do will be to reactivate any addon scenery you have.
DO NOT DELETE THE SCENERY CFG FILE WHILE FS IS RUNNING Just open the fsfolder and scrool down till you find the scenery.cfg file and either rename it to scenery.bak or delete it completly. Either way will work.
