The important thing is, did that fix the problem?
I suspect this was due to an addon of some kind either not being installed or removed properly. If you installed FS9 to anywhere other than the default location be extra careful with addons configured as auto-install. If at all possible redirect the install path to a Temp folder & install them manually in the usual way. Ignore all instructions to extract zipfiles direct to FS9 as this will do exactly the same as the auto-installers.
I would advise this even if FS9 is in the usual default location.
