Is NYC fully populated? I remember in 2002 there were only a 5 or 6 building in NYC, maybe because I had my settings on medium.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.
