The best place that I know of for charts is here:
http://www.airnav.comFrom the first page select either Airports or Navaids then enter the identifier for either. You will then be taken to a webpage full of information. If you look up an airport you will get all airport frequencies, runway weight limits, fuel availability, and charts for STARs, IAPs, and even a FAA-approved airport diagram. You will need to download and install the Adobe Reader (if you don't already have it). All of the charts are in *.PDF format.
The only drawback is that the Airnav website only lists airports in the US and some subsidiary countries.
