128 is a good target especially if you have it backed up with a lot of system ram.  Bare in mind that there is an awefull lot of system processing going on that has nothing to do with video processing as well.  For your system which is less than half the speed of mine I would go with 128 meg's and don't worry much about the card's board curcuitry.  In light of what you have now and your current finances a bargan 128 meg. card from walmart would do you just fine.  I get a steady 24 fps, set to try for 30 and i have my settings at roughly 2/3's to max on display.  Remember, 24 fps is the magic number. Thats movie speed and also the max a human brain can percieve.

Oh, one more thing. I've noticed that air traffic and weather seem to be 2 of the biggest frame leaches so whatever you do, bare that in mind.

AGP stands for Accelerated Graphics Port and yes there are cards that are not agp. There is PCI(slower than AGP) and there are a few newer ones that use PCI Express or something like that.

If you don't mind buying online I'd go here

If you convienient to a Walmart you can find the Nvidia Asylum @ 128 megs. for $99.99 or less depending where you are. Also, some video cards are designed to plug into PCI slots.  They have more or less gone by the wayside and AGP plug in's are more common now.  All the AGP, PCI means is the slot on the board it plugs into.  AGP slots are larger than PCI slots and they can move more data I believe.

dont go to walmart.  They sell trash there, literally as far as computers go.

go onto newegg.com.  It's the top online computer parts retailer in the world now, and they have the absolute best customer service of any company you will ever deal with.

As far as what to get, depends on how much you want to spend,

you can check out my recommendations at
http://www.snotmonkey.com/content/bestbets

before buying a card though, you need to open your computer up and make sure you have an AGP slot (it will be brown and the top slot).  Otherwise your choices will be limited to older PCI cards.

You will want a radeon 9500 or higher, or a geforce fx 5700 or higher, they all start around the 150 dollar pricepoint and go up from there

would you buy a car from McDonalds?

I would hope not, so why would you buy computer hardware from the most dirt cheap retail chain on the planet?  Everything they sell is the cheapest most generic stuff they can find.

if you MUST buy locally, at least go to a Best Buy, CompUSA, Fry's, or some other store that specializes in computer hardware.

But having been building computers of every variety for about 8 years now, over 100 machines to my credit, I can tell you that you will get a superior product at a much better price online, assuming you do the research on what to buy before hand.

You will pay 20-50% more in a retail store, even walmart.

resellerratings.com is your best friend for buying computer hardware on the web
