Tips on landing IFR?

I can't do it, How do I know where ground level is?

Even flying under IFR one has visual minimums Using this Instrument Approach Plate (IAP) as an example, one can see the minimum altitude for the procedure is 5380' (see bottom of IAP)

What this means is if the runway is NOT in sight at this altitude, we must continue on to the alternate airport.
