I think what you're trying to ask is can you be an air traffic controller without a multiplayer session.  The answer to that is no....sorta.

If you want to be a controller I believe there are ATC games available out there, but since I don't use them, I'm not 100% sure what they are or where to find them.

But you're not going to be able to control AI traffic, which is what you were asking.
