Have you tried uninstalling FS9, and then going through your comp and removing any files left from it.  Then re-install it.

I wont swear to it but the DLL that you list looks like it comes from directx. I would try to reinstall directx before I tried anything else. Or you might want to run dxdiag to see if there are any problems there. You might have a corrupt directx. If that does not work you will more than likely have to uninstall & reinstall FS9 8)

Before reinstalling try to close ALL background tasks using ctrl+alt+del or EndItAll during flight, because some programs especially antiviruses can cause this sort of conflicts.
If that doesn't solve it try reinstalling.

I am sure you have updated your drivers, but just in case, you should update them or use the ones that worked best for you before.  What video card are you using?

After you install or reinstall your drivers, reinstall direct x.  Hope that works for you. ;D  I would try everything before reinstalling FS9.  If you are like me, you have all your addons etc. and it is a real pain. ;D
