NDB Not Working

Does anyone know why an NDB at an airport would not be transmitting? At Prince George Airport, BC there are 2 NDBs XS at 272 Mhz which is working fine and ZXS (Northwood) at 260 Mhz which is not transmitting. I checked the airport with Airport Design Editor and both NDBs are shown there with similar specifications but ZXS is not transmitting at all.

Update: Problem solved though more by luck than reason. Using Airport Design Editor I first tried to edit the NDB but all the figures were correct so there was nothing to edit. Then I tried to add an NDB on top of the stock one but when I compiled it the compiling failed because it considered it a duplicate. Then I tried to add an NDB with everything the same except for the name and the ident ZXS reversed as SXZ and the compiling went okay. When I tried it out I found the original NDB was working fine and even the ident is correct at ZXS. I don't understand what I did to get it working but I guess the main thing is that it is working.
