It's as 'simple' as decompiling the FS2004 traffic.bgl files and then compiling in FSX format....It's safest to not work in the FSX folder.
After you've extracted the AIFPC.zip file.......
In the AIFPC program folder create 2 new sub-folders, FS9 and FSX. Move your FS2004 format 'traffic*.bgl' files from your ..\FSX\Scenery\World\scenery folder to the ..AIFPC\FS9\ folder.
Run AIFPC.exe and in Options, activate 'Add FSX or FS9 to end of BGL file name'. This will avoid confusion later.
In the top line (Flightplan file/Traffic BGL file) browse to and select 1 of the FS9 traffic*.bgl' files. Set the Outpt Path to ..\AIFPC\FS9\. Click Decompile and in a few seconds you'll get a message that the decompiling is done.
Next, in the top line, browse to and select the 'flightplan*.txt'. Set the output path to AIFPC\FSX\. Select Compile target=FSX, and put a check in 'Convert FS9 airports.......' and 'Renumber FS9 days.....'.
Click Compile. you'll see progress and get a message when it's done.
Copy or move your new 'traffic*_FSX.bgl' files back to FSX and that's it. (Make sure you have not left any FS9 files in FSX.)
If you have many files to convert, practice on a couple first. You can then 'batch' by selecting multiple files to decompile or compile.
