According to the AIreadme.txt file:
First you have to download and install all of the recommended aircraft.
Second, you have to use the Traffic Tools utility (
http://www.simviation.com/fs2004utilities1.htm) to generate the 'traffic*.bgl' file that will control the ai traffic.

If your unfamiliar with Traffic Tools and creating 'traffic' files, the instructions are no doubt confusing.. :-? If you install Traffic Tools and carefully read the excellent help file (Readme.htm) it'll all start to make sense.. :D

UK Military AI. The Brize Norton package contains 2 VC-10 ai aircraft and an already compiled FS2004 'traffic' file that will give you traffic in no time. They are also a good source for non-combat military ai aircraft and links to other UK military ai sources.
