You can install as many as you want.  Foreign airlines will come to the US but only on international flights.  I rarely fly outside the US but when I am in the US at international airports I see most of the airlines Ive installed:  Qantas, Alitalia, Lufthansa, BA, Virgin, etc

....mm...can't say what the limit is but I have 40 PAI packages on my fs9 I just love to look out for all the different liveries.........I have also changed the default AI aircraft to sport real airline colours..............commoner ;)

Actually you can have as many airlines as you want.

Project AI uses real schedules when the model a particular carrier. That means a carrier will only appear if their flight plans include the airport you are visiting. You will almost never see all of the carriers you have installed since there is no one airport that is serviced by every airline in the world.

I've downloaded and installed every PAI package except historical and two military packages (thats 208!) without adverse affects effects.

...And my airports and skies are buzzing.

There's not limit. I too have installed any and every package from PAI (then, still not satisfied, began and I'm still populating some minor italian airports normally ignored by both default and PAI traffic with traffic devised on my own), and all of it works perfectly.

You'll have fun downloading and installing the over 200 packages like i did. ::) But in the end it was worth it. :)  There are other packages that install much faster, some others in this forum can tell you were to get them.
