There are basicly 2 options for adding AI traffic to your Sim.

1) Download pre-packaged AI add-ons. These normally contain both the 'flightplans' and the aircraft. Check the 'Sticky' at the top of this section, or browse the Scenery sections of the SimV download page.

2)Add your own ai traffic. You'll need 'Traffic Tools'- http://www.simviation.com/fs2004utilities1.htm
The included help file, 'Readme.htm", provides a good 'walkthrough' and 'how-to'.

Most FS download sites, including SimV. Some have ai specific sections. Others, you'll have to look in 'scenery' or 'aircraft' section.

John Goodwin has a good Creating Simple AI Flightplans walkthrough.

May I suggest for one's first AI flightplan tests to copy&paste some of John's coding into your test flightplans. Once you get this working, change the airports, aircraft and altitudes to your own choices.

This is the old-fashioned way (by hand) but I believe it is the basis for gaining control over one's AI aircraft flights.

Having said all that, I use Ultimate Traffic but still enjoy coding my own *.BGL AI flightplans using Lee Swordy's TTools v.202. There is no limit in FS9 to the number of Flightplan_files.BGL one can have.

Here's a TTools, AI *.txt file sample (before Compiling):
