AFCAD doin' some weird stuff

I'm trying to build a completely new airport, and I've started by laying down some runways and a VOR using afcad.  I've done this once before with no problem, but here's what's happening now:

The OBI needles in any aircraft will point in a completely different direction from the VOR.  It does give the correct id, so I know it's reading the right one and there's no other VOR in the area interfereing.

Here's a screenshot:

Notice how the VOR in the gps shows as being ahead and off to the left a little, at about 120-130 degrees.  But the two indicators on the hsi (both are set to the same frequency) are pointing to about 180.

The airport is at a high altitude of 6800 feet and magnetic variation is -28 degrees, could either of those be having an effect?  The runways work fine and are pointing in the right direction.

The horizontal situation indicator shown HSI must be dialed in using the OBS knob to the station radial for the needle to cener. NAV2 needle will point to the VOR station

The HSI gauge is not your typical VOR gauge.
The nav1 needle will never point to the VOR'S direction you have to adjust the course or the OBS knob in order to make the two lines connect. The nav2 needle will point in the direction of the VOR. 8)
