Sure. First download the AI planes you want and install them as you would any aircraft. Addon textures too.
Then use a program like AI Flight Planner to create the flight plans and compile them.
Place the BGL files into an active scenery folder (Scenery/World/scenery is a common choice).
That said, I would investigate why WOAI files will not download for you. This may mean you cannot download much of anything for FS.
