Hey is there any ai air to air refueling tankers for fs9 freeware

Not directly.  There are freeware AI Tankers but none of them can actually pass fuel.  The only way to simulate mid air refueling is by either using abacus software's refueling module or Just Flight's.  Abacus' module ships with Flight Deck 3 and Vietnam Carrier Ops if you can find them.  Just Flight's package ships with their F-16, Tornado, and C-130 packages.  Having both, I recommend the Just Flight packages because they are easier to find and they actually simulate mid-air refueling proceedures.

Hey is there any ai air to air refueling tankers for fs9 freeware

There is a panel that you can use, it's made for an F16, that has air-refueling capabilities. It has a small 'radar' screen to help you get lined up for the procedure.
I believe it's called, 'Air Show Tour' panel.
Funny thing is, it allows you to refuel from ANY AI aircraft.
