There is a payware program that will allow you to both edit and design your own panels FS PANEL STUIDO this program is the big brother of cfgedit which was a freeware program that did the same thing excepet it was made for FS2002 and would not support XML gauges as a result cfgedit has been discontinued and the only place you can find it is from someone who has it and will give you a copy.
CFGEDIT will work for FS2004 but like I said it will not display or allow you to use XML gauges which you will find alot of in fs2004.
If you are serious about panel design or editing FS Panel stuido is the way to go there is no guess work to adding a gauge to a panel just create it and drag it to where you want it at and it is done no more numbers or trying to figure out where to put the gauge at.
